Becky is an environmental and safety compliance leader with nearly 30 years of corporate, academic, and governmental experience in chemistry safety, regulatory compliance, hazardous waste management, emergency response, training, compliance assessments, EPA negotiations, and biological and chemical sciences. Becky has hands-on experience in hazardous waste management, hazardous waste site assessments, special waste identification and permitting, complex hazardous pharmaceutical disposal strategies, emergency response, risk identification and technical support. She is an expert in chemical risk management and environmental compliance, and has exceptional experience as an expert witness and in negotiating EPA and DNR penalty reduction. Further, Becky is adept in safety program management, training, and market development consultation.

Brittany Barrientos, Stinson

Brittany’s deep understanding of environmental, health and safety laws across the regulatory, transactional and litigation spectrums allows her to find well-rounded and practical solutions to complex issues. She has significant experience assisting clients with environmental, health and safety regulatory requirements arising under the Clean Water Act, Clean Air Act, solid and hazardous waste laws, Superfund, OSHA and PHMSA, as well as state and local environmental laws and regulations. Brittany’s broad experience gives her the ability to issue-spot across media and type of issue, in a way that provides both continuity and efficiency for her clients. She has worked extensively with municipalities and electric-generating utilities, mobile sources, and clients in the chemical, manufacturing and real estate industries. Her journalism background and endless curiosity also serve her well as she navigates FOIA issues, inspections and information requests, and investigations across sectors. Jeff has nearly 20 years of air quality modeling experience with the State of Missouri developing air quality control plans for ozone and PM2.5, and conducting or supervising the review of all permit modeling projects. He has over 5 years experience as a Sr Air Quality Engineer with Barr in Jefferson City, MO supporting permitting and other regulatory evaluations for a variety of industrial clients.  These modeling analyses include dozens of criteria pollutant projects with “nearby” sources, photochemical modeling, and air toxics evaluations.

Andrew Brought counsels manufacturers, industrial clients, and businesses with complex environmental and workplace safety / OSHA matters. He currently serves on the firm’s Executive Committee and has held other leadership positions at the firm including co-chair of the Environment and Energy practice group. Andrew has extensive experience helping companies with workplace safety incidents and industrial accidents that involve the intersection of health, safety, and environmental regulations and government agencies including OSHA, the EPA, the U.S. Chemical Safety and Hazard Board, and the Justice Department. From complex workplace fatalities and injuries to more routine compliance inspections, Andrew is frequently called upon by a variety of industrial sectors to assist in handling crisis management situations, strategic response, and incident investigations. He has a particular focus on chemical accident prevention programs, including EPA’s Risk Management Plan (RMP) program and OSHA’s Process Safety Management (PSM) program and cases involving chemical releases. In connection with his white collar criminal and civil practice, Andrew helps his clients manage and reduce liability through his substantial experience in enforcement matters associated with the Clean Air Act, the Clean Water Act, RCRA, EPCRA, OSHA, and related environmental laws. He also assists his clients by conducting compliance audits and internal investigations as appropriate. And in those situations where win-win outcomes are not achievable, he helps his clients litigate and resolve environmental disputes.

Rick Brunetti is the Director of the Bureau of Air for KDHE. He has been in that position for the past 8 years. Prior to his appointment as Director, he served as the District Environmental Administrator for KDHE’s northcentral district office in Salina. Mr. Brunetti currently resides in Topeka with his wife and three children.

Dru Buntin, Missouri DNR

Dru is the Director of the Missouri Department of Natural Resources. Dru was named acting director of the Missouri Department of Natural Resources in June 2021. He joined the Missouri Department of Natural Resources as deputy director in May 2017, after serving as executive director for the Upper Mississippi River Basin Association for four years. Prior to his time with the UMRBA, he was deputy director for the Missouri Department of Natural Resources from 2009 to 2012. Since rejoining the Missouri Department of Natural Resources in 2017, Dru has led the agency on important river-related issues, including drought relief and flood recovery. He was also instrumental in leading the department’s Red Tape Reduction efforts, which reduced the regulatory burden on Missouri businesses and citizens.

Kelli Calhoon specializes in air quality permitting and compliance services, with particular expertise in Title V, state and prevention of significant deterioration (PSD) permit applicability and applications, New Source Performance Standards (NSPS), and National Emission Standards for Hazardous Air Pollutants (NESHAP). Kelli is experienced with emissions inventory development and reporting, corporate greenhouse gas (GHG) inventories (including many subparts of the GHG Reporting Rule), annual compliance certifications, semi-annual reporting, Tier II reporting and Toxic Release Inventory (TRI) reporting. She has worked with a variety of industries, including power generation, oil and gas production and processing, cement manufacturing, non-metallic mineral quarrying/processing, distilling and wood furniture manufacturing. Kelli is on the Board of Directors for the Midwest Section of the Air & Waste Management Association (A&WMA). She holds a BS in chemical engineering from the University of Kansas, where she serves on the External Advisory Board for the Department of Chemical and Petroleum Engineering.

Bill Carrig, PMP, is the environmental compliance department manager in the Iowa City office of Stanley Consultants, where he has experience with regulatory compliance, site clean-up, permitting and environmental site assessments. Edward H. Chu is the Deputy Regional Administrator for the Environmental Protection Agency’s Region 7 in Lenexa, Kansas. Ed brings almost 30 years of environmental and energy policy experience, passion for public service and sustainability, and commitment to effective management. Ed has held key leadership positions since arriving at the Environmental Protection Agency in 1995. Most recently, Ed was the Assistant Regional Administrator for the Pacific Northwest and Alaska Region (Region 10), serving four states and 271 federally recognized tribes. He also served as the Assistant Regional Administrator for the Southeast Region (Region 4), the most populous EPA region, serving eight states and six federally recognized tribes. Ed served as the Deputy Associate Director for Green Jobs, Community Protection, and Climate Solutions at the White House Council on Environmental Quality, where he led an interagency task force to develop and implement the Recovery Through Retrofit Action Plan for the Vice President and the Middle Class Task Force. The plan developed strategies and actions to accelerate the pace of energy efficiency improvements in homes and create green jobs.

Alexandra previously served as the Assistant Administrator for the U.S. Environmental Protection Agency’s Office of Chemical Safety and Pollution Prevention, in which she led the Agency in the creation of national policies implementing federal laws governing chemicals, pesticides, and pollution prevention. Prior to that, she was the EPA Administrator for New England (Region 1). Monica Espinosa – Monica currently serves as the EPA Region 7 Environmental Justice Program Coordinator. After graduating with a BA in Communication Studies with Minors in Journalism and Psychology from New Mexico State University, she began her career with the U.S. EPA Region 7 in the summer of 1998, and for 22+ years has collaborated with other programs, states, tribes, federal agencies, local governments, and community-based organizations on a variety of activities, all focused on improving public health and the environment, especially in underserved and overburdened communities. Tom counsels and litigates in all aspects of environmental law, including air, water, hazardous waste, Superfund and natural resource damages. He assists clients in negotiating and obtaining environmental permits from state and federal environmental agencies and defending these permits from legal challenges. His practice includes significant focus on Clean Air Act permitting and enforcement, including new source review, Title V operating permits, and hazardous air pollutants. Tom works with clients in a broad range of industries, including utility, cement, agricultural products, mining and chemical manufacturing. Tom’s environmental litigation experience includes successful arguments in federal and state courts of appeal. In addition, Tom counsels clients on occupational health and safety issues and Occupational Safety and Health Administration (OSHA) compliance.

Stephen Hall was appointed staff director of the Air Pollution Control Program on Aug. 25, 2021. Stephen has worked for the department for 20 years; the last 10 years in the Air Program. Most recently, he served as the chief of the program’s Air Quality Analysis Section. Stephen has a Bachelor of Science in Physics and Mathematics and a Master’s in Business Administration.

Mary Hauner-Davis is a department manager at Burns & McDonnell, where she specializes in air permitting, noise control, regulatory compliance and sustainability services. With over 23 years of experience, she has assisted numerous industrial and power facilities with preparing permitting strategies to obtain complex permits and regulatory compliance. She also assists clients with greenhouse gas and ESG evaluation and planning. She graduated from Cornell College with a BA in Chemistry and obtained a master degree from University of Iowa in Environmental Engineering. She has served on the Midwest Section Air and Waste Management Association board for numerous years and has participated in conferences in industry panel discussions related to greenhouse gas emissions and sustainability.

Andy Hawkins is a Supervisory Environmental Engineer and manages the Air Quality Planning Branch. He has spent his career working on air quality planning issues at both the state of Kansas and at EPA Region 7 working in close partnership and collaboration with state and local agencies. He has spent most of his career in the technical role of photochemical modeler and data analysis supporting the air branch on many technical issues including risk analysis, litigation support and technical support documents supporting Federal Register SIP actions. Andy holds a Bachelor and Master of Science from Kansas State University in Mechanical Engineering and is a licensed professional engineer in the state of Kansas.

Leo G. Henning is the Director of Environment for the Kansas Department of Health and Environment (KDHE). He directs all environmental program activities and oversees a staff of approximately 450 employees. Leo has worked for KDHE for 25 years. During his career Leo has directed the Bureau of Environmental Remediation, the Kansas Health and Environmental Laboratory and the Bureau of Environmental Field Services. Mr. Henning received a bachelor and master degree in Geology from Wichita State University and is a licensed professional geologist.

Ms. Rachel Jefferson, Executive Director of Groundwork Northeast Revitalization Group (Groundwork NRG), was born in Kansas City, Missouri and graduated from Georgetown University in Washington, D.C. Upon returning to Kansas City, Rachel relocated to the Kansas side of the state line, and began a career in public health as Outreach Director and Administrative Assistant at a local safety-net clinic. Rachel’s time in the healthcare sector provided her with an understanding of the socio-economic struggles that hinder good health among minority populations and ignited her passion to support the growth of human, social, and civic capacity at the grassroots and community levels. Rachel currently lives and works in the northeast pocket of Kansas City, Kansas and has come to love and appreciate the neighborhood people that have persevered in the fight to create an equitable Kansas City, Kansas for all.

Ryan Russell Kemper, Thompson Coburn

Ryan has a broad and diverse practice serving clients navigating sophisticated matters related to air, water, land, energy, agriculture, emergency response and climate issues. He serves as a vice-chair of Thompson Coburn’s Environmental Law Group and has successfully handled cases across the country under the full spectrum of federal, state, and local environmental laws and regulations. Ryan has nearly two decades of experience in litigation, regulatory and counseling work. Ryan also counsels clients on climate, ESG, and environmental justice issues. He has handled significant air and climate issues and has advised clients with regard to major source permitting, carbon sequestration, GHG reporting and accounting, and the environmental aspects of government incentive programs for carbon offsets and credits, including clients in the energy sector. Matt Leopold is a Partner with Hunton Andrews Kurth. He is the former General Counsel for the U.S. Environmental Protection Agency, former General Counsel for the Florida Department of Environmental Protection, and a former environmental litigator at the U.S. Department of Justice. Matt has experience in an array of major federal environmental statutes, including the Clean Air Act, the Clean Water Act, the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), the Toxic Substances Control Act (TSCA), and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), as well as the National Environmental Policy Act (NEPA) and the Endangered Species Act (ESA). While at EPA he worked directly on a number of Clean Air Act rulemakings dealing with GHGs, including the first rule adopting GHG standards for aircraft.

Ryan Livengood is and EHS Consultant with iSi Environmental.  As a former corporate environmental, health and safety manager, Ryan has a vast experience in working with both environmental and safety compliance issues. Prior to joining iSi, Ryan was the HSE Division Manager for Pepsi North America, managing safety and environmental compliance issues for all Pepsi facilities nationwide, from manufacturing and bottling plants to warehouses to maintenance sites to fleet facilities. His specialties include environmental compliance, safety compliance, industrial hygiene, and ISO 14001. Since then, he has implemented an on-line application and approval process for Construction Stormwater permits and 4 categories of Air Construction permits, reducing the process from months to 1 day. He also has implemented a short-form compliance determination notice that is reviewed at the conclusion of inspections. He has introduced Permit Assistance Visits for new or modified facilities.

Diana Marquez is a Project Manager and Associate Toxicologist with Burns & McDonnell in Kansas City, MO and has worked for the company since June 1995. She serves as the company’s National Practice Leader for Risk Assessment Services. She has over twenty years of risk assessment experience and has worked with a wide variety of sites under CERCLA, RCRA, and state-led programs. She has successfully completed work nationwide for both human health risk assessments and the determination of site-specific cleanup levels. She has direct experience working with large PRP groups on complex sites that require careful negotiations with regulators. Through this experience, she has gained in-depth knowledge of state and federal regulations. She authored 15+ publications on risk assessment, risk-based corrective actions, and vapor intrusion. Diana earned a bachelor’s degree in biology from Villanova University in Villanova, PA in 1991 and a master’s degree in toxicology from University of New Mexico in Albuquerque, NM in 1992.

Tyler Marshall, P.E., is a principal environmental engineer and Stanley Consultants’ environmental technical lead. In this role, Tyler is responsible for providing innovative leadership across all aspects of environmental and water resources engineering services and serving as an advocate for emerging environmental areas of focus. He serves as a trusted advisor on several industry and regulatory workgroups for the development and implementation of a range of new environmental initiatives, policies and laws.
Tyler maintains a broad civil and environmental engineering background, including regulatory compliance, environmental planning and design of systems to achieve regulatory goals. He has extensive experience in almost all varieties of NPDES permitting. He has worked with a wide range of facilities and regulators in many states through all phases of the NPDES process.

Recognized as a 2020 Associate to Watch in Privacy & Data Security in Chambers USA—the only associate in the country listed in that category—Colman advises clients across the country on their obligations under both domestic and international privacy and data security laws, including all 50 state data breach notification laws, the California Consumer Privacy Act (CCPA), Gramm-Leach-Bliley Act, HIPAA/HITECH, Telephone Consumer Protection Act, CAN-SPAM, Fair Credit Reporting Act and the GDPR. He focuses on providing practical advice that goes beyond simple compliance with the letter of the law, to understand the unique circumstances and considerations for each client, having worked with government, private industry and nonprofit entities nationwide. Dr. Meiburg is the Director of the The Master of Arts in Sustainability Program and associated dual degree and certificate programs at Wake Forest University. He works with the Graduate School of Arts and Sciences and the Center for Energy, Environment, and Sustainability (CEES). Meiburg served as Acting Deputy Administrator for the EPA from 2014 to 2017, capping a 39-year career with the agency. He is known for leading efforts to protect the nation’s air and water, clean up hazardous and toxic waste sites, build collaborative relationships with state and tribal environmental programs, and promote sound management in EPA. Meiburg joined the EPA in 1977 in Washington, D.C., and later served as Deputy Regional Director of the EPA’s Atlanta office and as the Deputy Regional Administrator in Dallas, Texas. He was only the second person in the agency’s history to serve as Deputy Regional Administrator in more than one region. From 1985 to 1990, he served with the EPA’s Office of Air Quality Planning and Standards in Research Triangle Park.

Jessie Merrigan

Jessica Merrigan counsels clients on environmental matters regarding regulatory requirements and represents them in litigation of environmental claims, including contribution claims under the federal Superfund law. She has significant experience helping clients in administrative negotiations with both the Environmental Protection Agency and state agencies, advises them on additional or equivalent state law requirements, and assists clients with facility audits, compliance initiatives and waste reduction programs. Throughout her career, Jessica has worked with clients to monitor the ongoing changes in chemical regulations and implement programs to manage evolving state, local and federal requirements for chemical management, disclosure and research. Jessica also helps clients with environmental issues involved in property redevelopment and real estate transactions. Her work includes review of environmental assessments, evaluation of potential environmental liabilities associated with real estate transactions including those created by CERCLA, and evaluation of eligibility for federal and state Brownfields assistance programs. In addition, she works with clients to transfer and maintain permits, through the completion of appropriate plans and applications and coordination with responsible agencies. Her experience has included national, regional and local projects ranging from single site sales to transactions involving hundreds of millions and up to $2 billion in assets.

Jim Price is a partner and co-chair of the Environment and Energy practice group at the Kansas City, Missouri, office of Spencer Fane LLP, where his practice concentrates in environmental law, regulation, litigation, and business transactions. Jeffery Robichaud is a second generation EPA scientist who has worked for the Agency since 1998. He is the Director of the Water Division. After three years with an environmental consulting firm, Jeff joined EPA as an engineer in EPA’s Office of Ground Water and Drinking Water in D.C. In 2001, he moved to Kansas City and has served as Senior Policy Advisor to the Regional Administrator, Chief of the Environmental Assessment and Monitoring Branch, Deputy Director of the Environmental Sciences and Technology Branch, Acting Assistant Regional Administrator, and Deputy Director of the Water, Wetlands, and Pesticides Division. Mr. Rocha is a Principal Environmental Engineer at Bayer CropScience’s chemical plant located in Kansas City, Missouri. He has over 30 years of experience in managing environmental regulatory compliance activities at chemical plants and in the investigation and remediation of contaminated properties. His main areas of responsibility include assuring chemical plant’s compliance with wastewater regulations pursuant to the Clean Waste Act (CWA), hazardous waste regulations under the Resource Conservation and Recovery Act (RCRA), and remediation activities under RCRA Corrective Action and Superfund. He also assists on Department of Transportation (DOT) and Emergency Planning and Community Right-to-Know (EPCRA) matters. Mr. Rocha is actively involved in several civic and business committees. Mr. Rocha received a Bachelor of Science in Chemical Engineering from the Pennsylvania State University in 1988 and a Master of Science in Engineering Management from the University of Kansas in 2000.

Irma Russell, UMKC Law

Irma Russell joined the faculty at UMKC in the fall of 2015 as the Edward A. Smith/ Missouri Chair in Law, the Constitution, and Society. Prior to coming to UMKC, she served as Dean of The University of Montana School of Law (from 2009 to 2014) and as the NELPI Professor and Director of the National Energy-Environment Law & Policy Institute at the University of Tulsa College of Law. Professor Russell is a former chair of the ABA Section of Environment, Energy and Resources, the AALS Section of Natural Resources and Energy Law, and ABA Section of Professional Responsibility. She currently serves as the Liaison of the ABA Section of Environment, Energy and Resources to the Center for Professional Responsibility and the Publications Board of ABA Section on Dispute Resolution. She has served as the chair of the Professionalism Committee of the ABA Section of Legal Education and Admission to the Bar and as a member of the ABA Standing Committee on Professionalism and the ABA Standing Committee on Ethics and Professional Responsibility. She has also served as chair of the AALS Section on Socio-Economics, and as a member of the Publications Board of the Center for Professional Responsibility. In practice, Russell represented potentially responsible parties, government entities, lenders, and others on issues arising under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the National Environmental Policy Act (NEPA), wetlands designation, site mitigation, and other environmental issues. She was founding Chair of the Environmental Law Section of the Memphis Bar Association and as Chair of the Tennessee Bar Association Environmental Section. Professor Russell is an elected member of the American Law Institute, the Judicial Conference for the Tenth Judicial Circuit, and the American College of Environmental Lawyers. Professor Russell earned her J.D. from the University of Kansas. She clerked for The Honorable James K. Logan, United States Court of Appeals for the Tenth Circuit and engaged in private practice in Kansas, Missouri, and Tennessee.

Adam has worked in various roles for water quality programs within the Iowa Department of Natural resources for the past 18 years, including a role coordinating the State’s water quality standards efforts, and serving as the NPDES program supervisor. He now serves as Water Quality Resource Coordinator, which involves working across Iowa state government to affect improved water quality, especially in the area of nutrient reduction.

Ingrid has a Bachelors of Science degree in Environmental Science from the University of Colorado, Boulder. She has over 25 years’ experience in the environmental industry. For a portion of her career, she worked in Region VII and Region VIII managing contracts for the US Environmental Protection Agency; which included teaching Computer-Aided Management of Emergency Operations under the Chemical Emergency Preparedness and Prevention Office to first responders and our U.S. military. She performed numerous Chemical Safety and Risk Management Audits for USEPA in Region VIII. Currently, Ingrid is the Director of Environmental Services for the Kansas City Board of Public Utilities.

David Shorr is partner in charge of Lathrop GPM’s Jefferson City and Columbia, Mo. offices. Mr. Shorr is a past director of the Missouri Department of Natural Resources, the State of Missouri’s environmental protection, state parks, and natural resources agency. He served on the cabinet of Missouri’s late Governor Mel Carnahan as well as Missouri Director of Environmental Quality for former Attorney General John Ashcroft when he was the governor of Missouri.

Tom Stiles is currently the Assistant Director of the Bureau of Water at KDHE, overseeing the NPDES permitting, TMDLs, water quality standards and monitoring programs in the Bureau. Stiles is currently co-chair of the Permitting and Compliance Committee of the Association of Clean Water Administrators (ACWA) and previously served as the co-chair for the TMDLs and Watersheds Committee. He is a past chairman of the Interstate Council on Water Policy and the Western States Water Council Water Quality Committee. Stiles received his B.S. in Watershed Science at Colorado State University and his M.S. in Forest Hydrology from the University of Minnesota.

He is also experienced in employee training, NPDES, TSCA, SPCC, FRP, SWPPP, SARA Tier II and TRI, hazardous waste management, site remediation, environmental due diligence including Phase I and II ESA’s, contingency planning, expert witness testimony, energy assessments, and multimedia compliance audits. Chris Wieberg has worked for the Department of Natural Resources since 2004 and has worked for the Water Protection Program in various capacities for the last nine years. Chris was appointed director of the Water Protection Program effective Aug. 1, 2017. Chris began his career with the department as a Soil and Water District Coordinator followed by unit chief with the Wellhead Protection Section prior to joining the Water Protection Program. Chris graduated from Lincoln University and holds a degree in agriculture. In his free time Chris enjoys spending time with his family, hunting, fishing, and raising cattle on his family farm in Maries County.

Dan has over 30 years of regulatory permitting experience both as a consultant and as a member of the electric utility industry. His experience includes overseeing air and water compliance related activities as well as regulatory construction and operating permit projects. Over his career, Dan has worked with numerous electrical and industrial facilities regarding environmental regulatory issues. Dan obtained a Bachelor of Science in Civil Engineering and a Bachelor of Science in Atmospheric Sciences both from the University of Kansas. He is a licensed Professional Engineer in the State of Kansas.
